Potentiometer does not draw any current from the circuit (but voltmeter does a slight current though it input resistance is very high but not infinite) as a result of which it does not alter the emf or potential difference of the points accross which it is intended to measure potential difference. So wud definitely give appreciably an accurate estimate of emf or pd.
