i guess both of em can form a capacitor considering the smallest area common to them...that is in first case...for the infinitismally small left end(cross section) of the wire and corresponding small region of the larger plate on the left can form a capacitor.. for the second case again the same applies.for a region of the same area as that of the smaller one.. on the bigger plate..those two can act as a capacitor..
considering the materials and charge per area are same..
NB: this can be (most probably is) a complete blunder... so.. plz do correct me if its wrong.. am not too gud at capacitors
