first of all some mistake in question.
option 1: instead of SO3 it should be SO3H
v
option 2: is right
option 3: instead of NH it should be NH2
option4: instead of COC it should be COCH3
 
 now when we want to reduce C=O group to hydrocarbon (CH2). there is two method
1. clemmensen reduction: in this reaction we use Zn(Hg) & Conc HCl. so if any basic species present with carbonyl group, conc HCl react with that & we dont get desired product.
2. wolf kishner reduction: in this reaction we use NH2NH2, base. so if any acidic species present with carbonyl group, base react with that & we dont get desired product.
 now in first option SO3H group is present so base can react with that so answer is  first option.

but if u do the clemmensen reduction then answer will be third option bcoz basic grouo NH2 is present
