the phenomenon of reverse hyperconjugation is observed in X-CH-C=C where X is halogen. i.e halogen atoms are in conjugation with a pi bond. its similar to normal hyperconjugation, except that in this case, halogen atom has the lone pair of electrons in the resonating structures and a carbocation is formedwhich is in conjugaion with double bond.
NOTE: we don't have this for IIT.
