its definitely C
coz..N O and C dont bear empty d orbitals...while P does...and gives accomodation to lone pair...making ppi-dpi bonds..
for doing such question always keep in mind the basic concept...as in this question..the basic concept is that P has vacant d orbitals and others dont have...
