the concept is this:
the alpha particles which move close to the nucleus get deflected by large angles...those which pass furthe away do not get deflected @ all..
this is because the force on the alpha particles close to the nucleus have the effect of nucleus...those away from nucleus do not suffer nuclear force as these r short range forces...4 those alpha particles which r not close to the nucleus force is only due to electrons..the acc due to which is  negligible as the particles have very high mass..
velocity is not a factor..pl refer my prev post
