Consider your self standing on the ground and abserving a train moving in front of u. you see the objects of the train moving.This frame is said to be inertial frame i.e u can use Newtons laws to describe the motion of the train and objects in it.Now place u r self in the train itself and now see an objet inside the train It will be at rest with respect to u as u both have same velocity and the relative velocity between u and the obj. is 0 now u cant discuss the motion of the obj. This frame is known as non inertial frame.and Newtons laws cant be applied.
