Let v1=velocity of the man with respect to the road,
     v2= velocity of the rain with respect to the man
     V= velocity of the rain with respect to the road.

So we have, V= v1+v2
To find the velocity with respect to the road,
we have,
Vsin30= v1
V= 10km/hr x cosec30= 20 km/hr
