Let speed of plane is V in horizontal direction this means that speed of bomb also has horizontal component equal to V when it is dropped .Now since there is no acceleration of the bomb in horizontal direction so bomb will always remain under the plane.
Second statement is wrong since in that case horizontal component of bomb velocity will be less than horizontal component of plane velocity that is V. So bomb will lag behind from plane and will explode behind the plane.
Edit: sorry i thought that bomb is flying slantingly in second part instead of plane
