yup they can
if chrg on 1 is much gr8 than tht of other...and if they r sufficiently close...the larger chrg  induces in the other body the chrg of opp sign to come closer...
if the size of body is decently large then the force of attraction between the bigger chrg and the opp chrg (induced) exceeds the force of repulsion...
but this is not possible for small(point chrgs) as size is negligible and so force of rep>force of att
