yeah that hapens, state ranks give u better cllg sometyms, ofcourse of ur own state..... but the thing here is not the nit at ur state only, u shud compete for evry cllg... not all the state's nits are gud... so bettr think over the whole paper...
and yeah cut-off is thr for the subjects, but it cant be deciede how much it is, it depends on paper's level, nd same for the marx required for rank 5000
