1) There are a total 26 electrons.So acetylene(C2H2) is an answer.
2)The reason is inert pair effect as stated above.
3)For Cr +3 state is more stable that a +2 compound is oxidized even by air to +3.
For manganese, + 2 state is more stable.So Mn3+ gets converted to +2 state.
So Cr+2 is a reducing while Mn3+ is oxidizing agent.
