i too didn't know this formula but found it in a book..... the electric field produced by a time varying magnetic field is given by
E=(a2/2r)dB/dt for a circular region... considering the cylinder equivalent to the circular region a=eE/m=(e/m)(a2/2r)dB/dt here a = r. now put the value of a and get the result
