assuming all natural conditions

in i sack 7 cats each has 7 kittens so 7*7 = 49 +7cats 1 cat has 4 legs(assume even the kittens have developed legs) so 49 cats has 56*4 = 224 legs per sack. so for 7 sacks

224*7 = 1568 legs and 13 witches so 13 * 1372 = 20384....................
................want more legs........ 13 witches each with
2 legs(assume) so 13*2= 26 so in ALL 20384+26 = 20410
