The reason is that when water falls out of the bob, the centre of mass of the bob lowers( thnk... at frst the CM is at the centre of the sphere. as watr falls there is more concentratn of mass at the lower part). After all the watr has fallen down, the CM rises agn to the centre of the sphere.
As the length of the pendulum is calculated frm the point of suspensn to the CM of the bob... the length first increases and then decreases back to the original...and also t dir. proportnl to l...so first T inc. and then dec and b'comes constant.
