A photon is be absorbed by an electron to reach a higher level or higher state or orbit.

This happens only when a photon with sufficient frequency or energy is absorbed. Otherwise, electron will reach the nearest orbit of sufficient energy n release the remaining as another photon.

As the electron is free i.e. in its highest state, it cant absorb a photon as it cant have greater energy than what actually it has n thr4, due to energy conservation, it is impossible for a free electron to absorb a photon.
