SEE AS FAR AS UR QUESTION IS CONCERNED THE ANSWER IS

here          is the relative permittivity or dielectric constant of the medium and this is the factor which determines the effect of medium on the force between two charges not      as told by abhay. now since value of dielectric constant for air is 1 and for any other medium is more than 1, therefore if u insert any medium between the charges the force will decrease as force is inversely proportional to  .now , as far as i know i havent seen the dielectric constant of any medium less than 1 and if any of u know any medium like this i would surely be eager to know tht. but taking these points in consideration, the answer must be b) tht is the force will decrease.
