i dont think so.may be v could talk of analogy with centre of mass in some special cases. like for a uniformy charged shell and sphere, for the electric field at any outside point, all the charge can be considered to be concentrated at the centre. i can only ecall this special case where charge is considered to be concentrated at any single point otherwise the charge distribution is always taken as it is distributed and not consider to be concentrated at any point. so in my views there is no concept like centre of chaege/.
