this is because when we look at farther objects we have to move our head slowly to look at them pass by whereas for objects closer to us we have to move our head comparatively faster and thus the angular velocity for the second case will be more than the first one...and thus objects closer to us appear as if they are travelling faster than the ones farther away from us..
