it depends on which observer you are sitting.from inertial frame only centripetal force is seen.which is equal to net inward force .dont consider both centripetal and net inward force separately.
if you consider the object undergoing the circular motion as observer then the net inward force is equal to centrifugal force outward as from that frame the body is at rest along the radius.
