Infact IIT/G or IIT/R should be preferred. Infact IIT/G has got good infra but for Civil, iit/R may be preferred. But do take into account Rules for Branch Change at IIT/G, In my opinion, with normal regular studies , you may even get computers/electronics at iit/g after 1st year, which may be difficult at any other place.
