i agree that the cutoffs will not decrease drastically coz the ppl in 250-300 has increased drastically but 300+ has decreased by 500.....
so cutoffs for BE courses at Pilani/Goa will surely dec by 4-5 marks...
and also the new iits are making a definite impact(600 ranker prefers IIT Hyderabad!!)
but i think the msc courses for Goa/pilani there wont be much of a difference....
