What vasanth said is correct!
 
Each number repeats repeats itself times.
So We know that nth term is sum of numbers upto that term,
 
n (n+1) /2 = Sum
n^2+ n = 2 * 165
n^2 + n - 330 =0
Solving the quadratic   n ~ 18
Hence 165th number is 18.
