no the work done by static friction is not always zero....... consider a block kept over another block with rough surfaces....now a force is applied to a lower block so that acceleration of both the blocks are equal...since upper block doesnt slide on lower so static friction act on it....if u draw FBD of  upper block u'll see that only friction is acting in horizontal dirn so static friction moves the upper block......remember work done also depends on the frame of refernce...if u take the frame of refernce of lower block then work done is 0. i hope it cleared ur doubt......
