hi sam,
    the answer to your doubt is that-
     when a car is moving at uniform velocity, it is in the inertial frame of reference
     till the car does not turn or the road is smooth to avoid bumps. So it is not possible to find constant velocity though it is possible to find constant acceleration
using pendulum - tan=a/g
