When Q3 is at R net charge at R is Q1+Q3
 
So potential energy E1=K(Q1+Q3)Q2/d  where K=1/4*pi*E0
 
When Q3 is at S net charge at S is Q2+Q3
 
So potential energy E2=KQ1(Q2+Q3)/d
 
So change in P.E.=E2-E1
                 
                           =KQ3(Q1-Q2)/d
