Hello.
I agree with the priority order of shikharbaid.
it is indeed:-
 double bond>triple bond
 
Now, numbering will be from left.
Therefore, the second carbon has only 1 pi-bond.
Thus, it is sp2 hybridised as in the case of an alkene.
 
And, the 3rd carbon has two pi-bonds, thus, sp hybridised as in the case af an alkynes and allenes.
 
This is the simplest rule for identifying the hybridisation of carbon.
 
I suppose that you do do FIIT-JEE packages....is it right??
