I do not know what do you mean by force on Q because of E. But one thing is clear that there will be no field acting on Q and hence net force on it will be zero (b) is correct answer.
I think (a) is wrong because the fact that there is no field acting on Q can also be presented in such a way that force on Q because of E is equall and oposite to force on Q because of creation of field because of redistribution of charges on spherical shell
