reaction with a strong base will be very fast.
let weak acid be HX
and Strong base NaOH
HX + NaOH = NaX + H20
now this is a neutralisation reaction.
if both acid and base wud hav bin strong then equilibrium constant for reaction wud hav bin same as that of H + OH = H20
but here acid is weak
we know
HX = H+ + X-  .....Ka = 10^-4
H+ + OH- = H20  .......Kw = 10^14
 
so net reaction is
HX + OH- = H2O + X-  ....K = Ka * Kw = 10 ^10
