since u have not provided your bitsat score so i cant comment upon the branch which u will get at pilani or goa. your JEE rank is better than AIEEE rank, So taking admission into ITBHU will be reasonably better than any of the nits. (also ITBHU is ranked higher then all the nits,thapar and PEC)
so the req order is BITS(if u get good sub)>= BHU(u will get a good branch)>NITS/PEC (PEC if u stay in north india , NITs if u stay somewhat near south india)> thapar
